Implements and/or recommends actions to ensure compliance while ensuring safety, soundness, and maintenance of proper internal controls and being conscious of streamlining efforts to make certain that the Credit Union efforts are cost effective. Manages projects/programs as assigned by President/CEO in all areas of the Credit Union including but not limited to: compliance, business continuity, contract management, policy and procedures manuals, along with business development. Supervises staff and manages budget, schedule, and operations as it relates to a particular project. This is accomplished, under general supervision, but following established policies and procedures, through implementation of a Compliance Program and performance of the primary duties and responsibilities listed below. Responds to questions and/or provides information upon request from members (internal and external). Processes requests/transactions, as appropriate. Assists members and potential members in understanding and utilizing the client s products and services.
MAJOR DUTIES & RESPONSIBILITIES
Keep abreast of, monitor, and analyze developing trends and changes in regulatory compliance laws, rules and regulations, and advise management of the operational impact of such trends and changes. Facilitate implementation of new and regulatory changes as necessary.
Develop, participate in, and review proposed changes to CLIENT s policies and procedures for compliance with applicable regulatory and consumer/public interest laws, rules and regulations, and provide recommendations for any necessary changes.
Review, revise and develop client s forms, contracts, agreements, and disclosures to ensure compliance with applicable laws, rules and regulations. Interface with legal counsel and/or bonding agency to ensure that the terms and conditions set forth in forms, contracts, agreements and disclosures are accurate, complete, and meet the needs of and properly protect client.
Develop and maintain a Compliance Training Program which effectively addresses the requirements of applicable laws and regulations client s related policies and procedures, and employee responsibilities. Coordinate with the appropriate departments, assist, or conduct compliance training for all applicable new and existing employees on an ongoing basis.
Whether self-initiated or at the request of management or staff, conduct research of individual regulatory-related matters (i.e., practices, proposals, etc.), identify and communicate regulatory compliance, deficiencies or potential problems, and provide guidance in the development of alternative solutions or implementation of corrective action. Provide written responses (as applicable) to inquiries of a regulatory nature, supporting analysis, conclusions and recommendations upon well-investigated and documented research of regulatory requirements.
Participate in new product development and provide input regarding compliance concerns relevant to proposed and current products and services offered by client, including electronic delivery services such as the Internet.
Supervises daily compliance with the BSA, PATRIOT ACT and AML policies and regulations. Makes certain that internal policies are monitored, reviewed and amended, when needed.
Supervises daily and periodic review of FinCEN, Treasury and NCUA regulatory and interpretive changes.
Supervises Member Identification Program, ensuring 100% compliance. Oversees CTR reporting and retention of copies in conformance with law.
Serves as an information resource, both internally and externally, for identity theft questions and topical fraud matters.
Coordinates the responses to information requests such as subpoenas, search warrants, and NCUA complaints that are directed or assigned to the department.13. Responsible for monitoring and ensuring client s compliance with ECOA and FHA.
Works on behalf of the President/CEO directly with other Management staff to implement specific initiatives/projects and achieve strategic and tactical objectives of client. Initiatives/Projects may include but are not limited to: Completion of Policy Manual, development of Business Continuity and Technology Plans, vendor due diligence and contract administration, developing, maintaining and communicating on-going project priorities and statuses.
Identifies, recommends and develops strategies to ensure compliance and/or improve efficiency and workflow activities. Researches and analyzes process improvement opportunities for the Compliance Department. Provides internal customer support. Trouble shoots problems, identifies trends, and utilizes experienced-based knowledge to research and resolve problems.
In conjunction with the President/CEO and other Management Team develops new products and services. Participates as a member of the Management Team with regard to making recommendations for new/revised policies, products, services, dividend/interest rate adjustments, fees, pricing, etc. Prepares a variety of on-going and special reports on a daily, weekly, quarterly, etc. basis. Collects & compiles information as required for new programs & products. Assists in CU wide strategic planning & budgeting activities. Assists in developing the Disaster recovery plan for Member Services. Prepares department budget.
Develops and prepares a variety of Special Programs/Projects as directed by client Strategic Plan and/or President/CEO.
Performs other Compliance, Member Services, projects and administrative duties as assigned by the President/CEO.
EDUCATION & EXPERIENCE
BA/BS in business, accounting, marketing or related field, plus a minimum 5 years Management/Professional experience in a financial institution. Additional years of related experience may be substituted for a degree. Technical expertise in at least two of the three areas including Branch Management, Compliance, Lending and/or operations. Excellent analytical ability and ability to conduct thorough research interpret and understand laws and regulations and provide workable recommendations and solutions to problems. Broad knowledge of and practical experience with credit union or other financial institution operating areas, services and laws and regulations that apply to credit unions. Completed, or agree to complete, Certified Compliance Officer Certification within one year of date of hire. Well organized, efficient, detail-oriented, self starter who is able to manage multiple projects/priorities simultaneously. Demonstrated knowledge of IRA rules and regulations. Must possess a strong service orientation. Excellent verbal, written, and interpersonal communication skills. Ability to work with all levels of management, staff, and members. PC proficient including Microsoft Office (Word, Excel, Outlook) and the Internet. Ability to function in a financial institution branch environment and utilize standard office equipment. Travel required. Ability to lift a minimum 25 lbs., e.g. coin bags.
