Financial Analyst - San Jose, CA.
POSITION SUMMARY: Under the direction of the Controller, this position performs complex financial analysis and manages complex financial processes and operations. The Financial Analyst will support the Finance Department with various accounting projects and duties. In this role, the Financial Analyst will apply generally accepted accounting principles to accounting transactions and assess the validity of financial information, research anomalies and resolve financial information issues.
DESCRIPTION OF DUTIES
Analyzes complex financial data and extracts and defines relevant information; interprets data for the purpose of determining past financial performance and/or to project a financial probability.
Analyzes budget patterns, projects expenditures, and prepares approved budget.
Develops moderately complex financial reports for forecasting, trending, and results analysis.
Monitors, identifies, and communicates over-expenditures to department heads and senior management.
Keeps current on laws and regulations to maintain up-to-date compliance.
Uses appropriate cost rates, such as indirect and benefit rates for proposed budgets and financial analysis.
Reviews budget justification to ensure it relates to budgeted dollars.
Confers with appropriate departments to ensure that required procedures are followed.
Provides instruction and answers questions relating to financial data. Identifies budget issues, provides alternative solutions, and resolves problems.
Monitors revenues and expenditures throughout the budgetary period.
Uses various software applications, such as spreadsheets, relational databases, statistical packages, and graphics packages to assemble, manipulate and/or format data and/or reports.
Review the means of safeguarding assets and, as appropriate, verify the existence of such assets. Review operations and programs to determine whether results are consistent with established objectives and goals and whether the operations or programs are being carried out as planned.
Research laws, regulations, policy and standards issued by accounting boards and professional organizations.
Review the established systems to ensure compliance with fiscal policies, plans, procedures, laws and regulations which could have a significant impact on operations and reports, and determine whether PPMM is in compliance and suggest policy where required.
QUALIFICATION & REQUIREMENTS
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The qualifications listed below are representative of the knowledge, skill, and/or ability required. A typical means of acquiring those abilities would be:
Bachelor s Degree, in Business or Public Administration, with a major in accounting or finance or a bachelors degree in Economics or Mathematics.
Minimum five years of progressively responsible analysis and auditing experience; or equivalent combination of education and experience may be acceptable. Knowledge of accounting principles (GAAP), auditing standards (GAAS), governmental accounting standards (GASB) and governmental accounting systems. Ability to understand and apply state laws, regulations and federal compliance requirements.
Must possess detailed knowledge of all aspects of assigned duties as well as of the computer applications necessary to carry out these duties.
Must carry out job duties with a high level of accuracy.
Must continuously demonstrate ability to work effectively, cooperatively, and harmoniously.
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions and deal with several abstract and concrete variables. Considerable ability to understand and work in a complex data processing environment. Ability to exercise sound judgment without supervision.
Ability to work with mathematical concepts as they relate to auditing and fiscal analysis to include accounting and the budget.
Ability to read, analyze, and interpret common scientific and technical journals, reports, and legal documents. Ability to communicate effectively, both verbally and in writing. Ability to respond to common inquiries from management, regulatory agencies, or members of the business community. Ability to effectively present information to management, public groups, employees of organizations and/or administrators.
Thorough knowledge of Generally Accepted Accounting Principles, Governmental Audit Standards, U.S. Office of Management and Budget Circular A-133, and the pronouncements of the Governmental Accounting Standards Board.
Considerable ability to establish and maintain effective relationships with PPMM staff, funding sources and the general public.
Thorough knowledge of spreadsheet and word processing applications, such as Excel and Word as well as various financial and payroll software applications. NetSuite ERP experience a plus.
Ability to work independently and to plan and organize work effectively.
Ability to multi-task, and handle a high volume workload.
Organizational and decision making skills with ability to meet deadlines and to set priorities independently.
Ability to maintain confidentiality.
