Minimum Qualifications:

  • Superior analytical, evaluative, and problem-solving abilities.

  • Strong experience with systems design and development, from business requirements analysis to day-today management, including excellent understanding of project management principles.

  • Experience in developing budgets as well as effectively planning and managing activities within the plan.

  • Strong understanding of human resource management principles, practices and procedures, including the ability to motivate in a team-oriented, collaborative environment.

  • Excellent written and oral communication skills as well as interpersonal skills. In-depth knowledge of applicable laws, regulations, and security protocols as they relate to IT.

  • On-call availability and ability to work under pressure.

  • Bachelor s degree in the field of computer science, computer information systems or business administration.

  • Master s degree preferred.


  • 10 years experience managing and/or directing an IT operation, including experience in strategic planning and execution.

  • Experience with managing system life cycle development in Microsoft environments, including MySQL and SQL databases, Microsoft Dynamics CRM, AX and SSRS reporting, business intelligence platforms, and legacy applications.

  • Experience with BI/Data Warehouse/DataMart applications and technologies for gathering, storing analyzing and providing access to data.

  • Experience with ETL Talend a plus.

  • Knowledge of web development tools such as LAMP, Drupal, Drupal Theme books, Module Development and view management, HTML / XHTML, CSS, and JavaScript/Jscript.

  • Knowledge of Axonom Powertrak and Shoretel (or other telephony platform experience).

Summary of Primary/Essential Job Duties:

  • Participate in strategic and operational governance processes of the business as a member of the senior management team.

  • Formulate and communicate a clear vision for IT through effective messaging and partnering with internal stakeholders.

  • Maintain awareness of changing IT industry trends and regulations, and take strategic action, as required.

  • Champion the development, implementation and periodic review of all IT policies and procedures, including those for systems architecture, information and data storage and security, disaster recovery, procurement, remote access, company wireless access, auditing, and data retention.

  • Ensure the IT system operation adheres to applicable laws and regulations, contractual obligations, and established security protocols.

  • Foster innovation that creates competitive advantage, enhances the customer experience, improves service quality, supports business development, improves cost effectiveness, and leads to greater productivity and efficiency.

  • Develop, track and control the annual operating and capital IT budget.

  • Manage expenditures in alignment with the approved budget.

  • Analyze complex business needs presented by the user community.

  • Develop business case justifications as well as cost and benefit analyses for IT spending and initiatives.

  • Develop and strategically implement an IT roadmap.

  • Oversee negotiation and administration of vendor, consultant and service contracts.

  • Monitor contract performance to ensure the company receives the full scope of services purchased.

  • Define standards for project and software development methodologies, as well as oversee the design, development, testing, deployment, monitoring, and maintenance of all hardware and software based on institution-wide strategy.

  • Monitor the security of data processed to ensure the integrity and reliability of computerized information systems, communication systems, and office systems.

  • Define configuration and monitoring standards for network performance, as well as implement and monitor controls to ensure the standards are maintained.

  • Champion BI/Data Warehouse/DataMart related enterprise systems performance and metrics as well as data used for trend analyses, auditing and reporting.

  • Analyze IT productivity reports on a regular basis to drive business objectives and achieve desired goals.

  • Lead IT team personnel initiatives, including recruitment, supervision, scheduling and development.

  • Provide leadership to align the IT team with enterprise objectives.

  • Maintain current technology infrastructure, including desktop equipment, network, peripheral and telephony equipment, hardware, and software hosted on-site or at remote data centers.

  • Maintain auditable standards for PCI, information security, and ITIL best practices.
