IT Procurement Contract Manager
Looking for an Information Technology (IT) Procurement Contract Manager to support the Massachusetts Executive Office of Health and Human Services (EOHHS) and the Massachusetts Office of Information Technology (MassIT) on the Massachusetts Health Insurance Exchange (HIX) and Integrated Eligibility Systems (IES) Project (HIX/IES Project or Project).
The IT Procurement Contract Manager will work under the direction of the EOHHS and Mass IT Managers and project managers assigned by the IT managers and in accordance with timelines developed by these managers.
The IT Professional will fill the position of IT Procurement Contract Manager (IT PCM). The IT PCM will support EOHHS and MassIT in accomplishing MA HIX/IES Project objectives and strategic procurement activities. The IT PCM will assist in development, review, and negotiations of IT contracts, change orders, SLAs, terms and conditions etc. for the Project. The IT PCM will also assist EOHHS and MassIT in verifying and maintaining existing IT contracts. The IT PCM will support EOHHS and MassIT executive staff by proposing IT contractual terms and will work on all aspects of the contracting process for IT contracts with EOHHS and MassIT for the Project.
The IT PCM will support EOHHS and MassIT. The IT PCM will have no responsibilities or duties in connection with any University procurements and contracts.
Specific goals for the contract resulting from this RFQ include:
The IT Professional in the role of IT PCM provides technical, business and IT contacting expertise to assist EOHHS and MassIT with drafting, evaluating, negotiating and finalizing EOHHS and MassIT contracts for the Project.
Serve as the key point of contact for IT contracts for the Project, as needed.
Provide redline recommendations to EOHHS and MassIT and assist in negotiations with IT vendors.
Ensure compliance with MA HIX/IES policies and procedures in processing contract requests and engaging the appropriate support as needed.
Collaborate with EOHHS and MassIT legal counsel, as needed.
Serve as liaison between Project staff and other Massachusetts state agency staff on matters related to IT contracts for the Project.
Manage and communicate risks associated with IT contracts to Project management as well as EOHHS and MassIT senior management.
Ensure that fully executed IT contracts for the Project are properly archived entered into relevant Massachusetts state agency databases and securely maintained.
Maintain standard formats for IT contracts for the Project, including presentation of budget, payment terms, general language and provisions.
Assist in managing IT contract closeouts, extensions or modifications for the Project.
In conjunction with EOHHS Executive Steering Committee and EOHHS legal counsel, coordinate contract negotiations with a System Integrator vendor.
Assist in oversight of all procurement efforts by EOHHS and MassIT for goods and services in support of the Project.
Ensure Project compliance with CMS procurement and financial regulations.
Monitor and report Project budget and expenditures.
Bachelor s degree in business, finance or related field with 5-10 years of procurement/contract experience, preferably in healthcare technology, government or both.
Experience drafting, negotiating and administering complex contracts and agreements.
An ability to manage a high volume of work in a fast-paced, deadline driven work environment.
Contract management certification is preferred
Measurable accomplishments and experience in a strategic procurement/contract role to include contract negotiations, risk assessments, cost reductions, vendor selection, and supplier management.
Strong verbal and written communications skills with the ability to translate technical decisions/strategies into business terms and implications. Produces clear documentation geared to all audiences.
Solid project management and organizational skills with attention to detail and ability to manage multiple projects.
Positive and energetic team player with strong cross-functional team experience.
Strong analytical problem solving aptitude and financial acumen.
Proven ability to train, onboard, provide direction to, mentor and work collaboratively with other team members.
Advanced experience in Microsoft Office products: MS Project, Visio, Word, Excel, PowerPoint, Outlook; knowledge of SharePoint, JIRA and HP ALM a plus.
- Knowledge of Medicaid systems, the Health Information Exchange (HIE) and Health Insurance Exchange (HIX) programs, and medical claims management systems are desired.
Strong preference given to candidate with proven experience in large health plan administration especially Medicaid and or CHIP or other public health applications of a similar nature.
